I would make sure that the gpu is fully seated in the slot, put your memory in the first slot closest to the cpu. Use the two black slots if using two sticks.

If you know your current one, then it is easier to recommend something better.

Start with a cheap one and make it work for you. Then try a nicer one after you have tried your methods and ideas.

I would look at the amd apu's with that kind of budget. CPU power is lower but built in graphics are better than on the low end intels.
