    You need PowerMax to do a quick low-level format(this option will write zeroes to the first 300MB and the last 100MB of the drive) and MaxBlast to format and partition the drive with.

    I am also running 98SE and I have never come across the 32GB limit using FAT32. It will support a lot more than that.
