1 stick is all that is needed to post.
from what i gather from the manual, the leds just monitor the load of the cpu.
use your multimeter on a 4 wire molex.

the type of micro board you were expecting to see are probably made in the fm2 chipsets these days.

i would set the board up outside the case on a non-conductive surface to see if the problem persists. while it's out, make sure the motherboard tray standoffs match all the mounting holes...

try to enter the bios. there may be a specific key listed on the boot screen to get there. delete, f2, etc. check to see if he clock and...

try clearing the bios/cmos by unplugging the psu, moving the jumper and removing the battery.
if that doesn't do it, then try each stick in each of the mem slots.
