i agree that a loss of power wouldn't hurt the cpu. if anything i would think the board would fail first.

i would set the board up outside the case on a non-conductive surface to see if the problem persists. while it's out, make sure the motherboard tray standoffs match all the mounting holes...

sounds like you have a store bought/retail pc.

try to enter the bios. there may be a specific key listed on the boot screen to get there. delete, f2, etc. check to see if he clock and...

try clearing the bios/cmos by unplugging the psu, moving the jumper and removing the battery.

if that doesn't do it, then try each stick in each of the mem slots.
