It's often a bios or jumper setting that can be set to enable/disable standby voltage on usb ports.
Check your 5v and 5vsb voltages to make sure they are ok and in spec.

The bios companies only sell the pre-programmed socketed variety as far as I know.
I believe some of the earlier versions of the board had replaceable bios chip and not surface mounted.

Make sure when you clear cmos you follow the instructions, power is disconnected and short the jumper for at least 5 seconds.
Revert to one stick of ram only.
