Unless you are using a USB modem, you should not need any drivers for ethernet connection to modem.
Firmware for the modem can be updated though.
Probably something else on the pc that was changed.

Are you installing as an administrator ? ie right click on dxsetup and run as admin?
If you bought a win7 licence (non oem) then you can legally transfer it to another device, as long as it is only installed on one computer at a time.
