    I'm going with the motherboard 'cause you're not running a bunch of power hungry
    cards and the True 430 puts out about 36 Amps on the 5 volt line. There shouldn't be a reason for it to be so low.

    Take a look at your capacitors and see if any of their tops are bulging or if
    you see any leaking coming from them, top, sides and bottom. Get a flashlight

    Your 5 volt line seems rather low, don't know about the 3.3 volt line because that's not what
    it is on the 8RDA (2.74 is probably your Dimm voltage)
