That's not very bad the 1st gen i7 is still a decent processor. However the GTS 250 should be replaced with atleast a GT1030 make sure its the GDDR5 version.

Yes the x16 PCIe slot is compatible with x1 cards. They just look funny plugged into the full length slot.
If you want to use a PCIe card in a PCI slot you need an adapter like this....
