I have a liteon DVD rom in my PC along with a GF4 ti4200. For the best DVD quailty should I change to a ATI card?

There's no different wether it's Nvidia or ATI's card because both supports DV H/W Acceleration and both produce good/quality viewing unless you compared to a real DVD Player. As long as you used a good DVD playback software (ie: WinDVD, NVDVD, PowerDVD etc...) with DV hardware Accelerations supports and you'll off for quality viewing. I myself am using 16x Lite-ON DVD Rom and I couldn't see any different between those 2 cards. Also video quality depends on good Monitors too.
