is there any plans on a officially sponsored cal cs team if there are not i would like to start one. this team will be competive and anyone that feels that there up for the chalenge can apply

Yes, but what good is a sponsor for online play?

Sponsors are typically for competitive lan teams... to pay for their travel and housing fees. The sponsored teams are going to be those that place.. not some random team that was just created, and won't be at the same level of competition as the already well established teams and players.

Added: I apologize if I sound ...blunt, but I guess I'm just not up for a more explanatory reply. I've been sick for the past couple of days, and despite the medicene the doctor gave me my fever isn't going away.

Basically, if you wanna start a CS clan go for it.. I'm sure you'll find nothing but support; however, you should get the clan going first, and see what becomes it before you try to become a sponsored team.
