I noticed that those chips are rated at CL2.5 instead of CL2. Does that make much of a difference in performance?

I would say between .5 and 1 percent

Your 1700+ is rated at 1.47 GHz. Does that mean you can't run it faster?

I know it can run faster, but I don't know much about those modules and it depends on how high you raise the fsb(not like my tbred, which doesnt care how high the fsb is as long as the it doesnt succeed how high of the internal frequency the cpu can handle. Example: 11.5(multiplier) x 166(fsb) = 1909mhz(stable limit), 10.5(multiplier) x 182(fsb) = 1911mhz(stable limit) ect.. ).

Have you had any experience with these modules, can they run CL2 @ 400mhz?

I have not had personal experiance with that exact stick, but my Corsair PC3500s can run that and more, and they are supposed to use the exact same chips. Also, there are numerous members of this forum who have gotten well beyond CL2@400MHz. I believe I saw someone reach CL2@440MHz with Twinmos PC3200.
