You have another HDD, then? Any possibility any pins are bent on the drive or motherboard IDE connector? Are you sure the cable is connected properly? Seriously, sometimes it can get so frustrating that simple things like that be overlooked. Check the cables/drives again, and if you find and fix something, then clear the cmos before trying to power up again.
I got so frustrated once I took a comp I built to a store to have it looked at, only to find out I had a bad cable and none of my cables were hooked up correctly. Don't let frustration get the best of you. Be very deliberate.
