My Display Srunk at the bottom

Last night I was running a stress test on my CPU. Everything went fine and when it was over I closed everything, turned my monitor off but I left the computer on. After I went to bed I woke back up and turned my monitor on and my screen was funny. Everything looks normal except the bottom where the taskbar is. It had become very small all the way across and about an inch up from the bottom. I tried rebooting but it was still there and then I tried changing my display settings and no matter which one I used it stayed small at the bottom of my screen. The last thing I then did was set the monitor back to default and still no change.

Is this from something I ran or is something from my monitor, because I just bought it?

I'm assuming you have checked all the connections, and reinstalled
the drivers for both monitor and VGA.Do you have a TV out or
second output to try a different display,a second monitor maybe?
Also, have you tried to adjust the geometry settings on the
    monitor,since the discovery?

You may have a bad coil on the CRT the coil has 100v+ running through it and acts like an electro magnet to guide the electrons to the face of the picture tube if there is a area that is closed on the coil it will not pull the electrons to the bottom of the tube.
