    The article mentions a valid "mission creep" concern.

    Considering this is an example of cell phone companies getting revenue by way of tax dollars I'd think a rebate to consumers by Cingular or Sprint would be called for because it's those tax dollars that are supporting the projects. I didn't see mention of the revenue model but i could have missed something.

    In the end this is duplicitous. Many regions put in traffic cameras to do the same thing.
