need help tried new mobo still no power

Ok, so I got a new hdd and new plextor dvdr - took out 2 old sony dvdr and rom- and 120gb hdd. installed new seagate 400gb hdd and plexiwriter no power, tried several ways, w/ only the optical drive plugged in I could boot into bios, every time I tried w/ a hdd plugged in no power, verified the hdd work in external case on laptop. all hdd are good, couldn't even boot the old os from the 120gb.

so had my fill of troubleshooting, friends had decided must be mobo. got new mobo installed no power at all, not even by itself,

short somewhere in case? I'm sure the psu is good, sure all hdd are good, ram wasn't acting up.

    amd athlon xp 1700 socket 462 "A"
    new mobo winfast K7S741GXMG

    old mobo gigabyte GA7VKMP

tia for any help or what to try next

Have you tried just testing the PSU by itself?

Disconnect it and just short out the green wire on the atx power connector to any black (ground) wire with a paper clip, and then very briefly turn it on and see if the fans spin up. Should at least tell you if the PSU is dead or not.

Well it was working last week, would let me boot into bios on the old mobo. so I don't think it's the psu - btw it's a tiger modelTP-300

ok so I put the cpu+fan on the old mobo, power switches from front panel and power get the led light on the mobo but that's all.

btw the old mobo is not in the case, in a box above the case on it's side, trying to see if a short could exist somewhere, hooked up the optical drive and gave it 1 stick of ram - led light on mobo fan ticks that's all - it was booting to bios set up like this last week - tried again w/ just ram no ide same result

http://www.directron.com/ps550abk.html here's a bigger one on sale, but I really don't think it's the problem since I could boot into bios last week, do they gradually go bad or all at once?

and what the hecks a shake proof washer?

A can take the psu to work and check it w/ a multimeter, but what kind of output would I be looking for - is it possible for it to be weak?

cheap is kinda what I'm looking for, I can slip $40 past the wife - 100 is alot harder to do , and If I was going to spend $100 on the pc it would be a 1gb ram stick -

any way yeah I could do the buy return thing but it's much cheaper to shop online,

If I knew what to look for I could test this psu tonight on a multimeter.
