    dual core not full power

from the reading it shows that my dual core 2 intel doesn't run of full power. When I start some programs it starts jumping up to 2000 when idling it stays at 1000 is there a way to have it on full for all times. or is it better idea to leave it the way it is.

If it is anything like an AMD X2 go to your control panel and under performance then power options change the power management from energy star to desktop or something else and you should watch it jump.
Light travels faster than sound, that is why some people appear to be bright until you hear them speak.
