Need more info but there are some common issues that you can look at.
If you are using an AGP Video card make sure you have the onboard graphics disabled. Also make sure the card is seated properly and if the card requires an additional external power supply (Molex connector on card) that it is plugged in.
If you are not receiving any beeps is the fan spinning on your CPU cooler, North bridge cooler (If applicable) and video card cooler?
Remove all your peripherals and cards and RAM. Leave only the CPU installed, and then try booting up your PC. If you get no error beeps you either have a bad CPU or bad Motherboard. It’s not unheard of to receive a motherboard that’s DOA. If you get error beeps shut down replace the components but use only one stick of RAM (Assuming you are using two that is).
Just some things to try, but more info on your system will be useful.
