    This is a dumb question, but I have to ask it:

    Is the 6 pin PCI-E power connector plugged into the graphics card? (I've forgotten to do this myself once before)

    Those are good questions IMHO, as you never know. I've seen experienced folks, yours truly definitely included, miss or omit or forget to do basic stuff in the course of a build or a repair.

    True. I've seen what appeared to be intractable cases here solved by a simple suggestion that everyone over looked, going right to more advanced trouble shooting methods.

    If the OPs voltage really measures that low with a multi-meter, a new PSU (or knwon good) is the next step.

    It does, and a new PCU is on order. it should be here on Wednessday, so i'll tell u what happens then.

    Can't beat a decent DVM for troubleshooting.

    What exactly worked, a new psu? What brand, model, specs? Hopefully it's working consistently for you.

    It's interesting with PSUs. I had an Antec NeoPower 480 that Maximum PC gave a Maximum Kickass award to, but it wouldn't run my x2 4200 when installed on a Soltek mobo I had (the problems completely vanished when I installed an Enermax 500W Liberty). I kept getting random shutdowns. The NeoPower pretty much vanished from the PSU scene, and I read some posts from others with similar problems. Yet that same PSU ran the same x2 4200 flawlessly on my Biostar Tforce 6100 with virtually the same components (ram, hdds, optical). So you never know what kind of weird interactions you might get.

    Yes, it was a new PSU. It's a raidmax RX-730SS ATX PSU. Modular, 730W, 135mm fan. As for consistency, we'll see, i haven't shut it down after the successful start up yet
