I just asked because if one of the onboard V-regulators went south, the board is indeed dead.

Because you can't POST and get in to BIOS Settings, you cannot check the system voltages.
In some cases that doesn't help much because they don't read out all the Voltages onboard the motherboard, like V chipset f.e..


Concerning the 'other' PSU; a PSU with more power (output) doesn't mean it is more powerful than another, as you demonstrated yourself: the +12V rail is the most important rail these days, so if the ANTEC has a lower max. output current on the +12V, it is not a good (enough) test.
On the other hand, if you take out - or disconnect - all the unnecessary stuff and try booting the mobo with a minimal system setup, it should do so with the ANTEC as the power source.
