Computer problems

i seem to be having some computer problems.

now my specs are.

DFI Lan party nf4 ultra d
2 gbs of ram.
WD 250 gb
psu 450 w
VC 7800 gt 256.

alright i got my computer back from my mom house plug everything in.

and when i turn it on. it find the HDD and the DVD rom. but then it restarts

it just keeps restarting.

so i hook the HDD to another computer and formatted. it then put it back in.

pop my 8 in 1 window cd to install window and it wont read the cd.

it just load. finds the HDD and the CD then restarts.

it just keeps doing that.

now i went into the bios.

change the boot from HDD to CD and still nothing.

it just Keeps restarting

well as you moved it i would start by reseating every thing..ram vga cards etc

and rechecking all ide and psu leads
