There is a fat "Downloadable Content" menu option on the Xbox edition's main menu, but I think it's more for paid DLC. In a perfect world, you'd hope they would try to port some of the most popular fan mods to the Xbox version, but who knows how that work, especially with Microsoft's Stalin-like grip on Xbox Live.
