High End System hdd question, needs clarification

I have a question about the partitioning of 1TB Barracuda. From previous write up it said to partition it to 300gb and this one says to do 250gb. So when I format it do I fill in 300gb or 250gb? I know when I partition it 300gb, it doesn't really give me 300gb but actually it reads less. Is this where 250gb comes from? I don't know if it is just me doing something wrong or that is normal. I partition it through computer-manage-disk management-format. Thanks gang!

    about 1/3 its capacity

you then limit windows to the outer 1/3 of the platter

which due to its larger diameter

is moving faster and hence will be faster

Thanks! So I am assuming 300gb will be fine then?

Also, will it be safe to assume 100gb partition will be faster than 300gb? Or it does not make much/any difference?

    it will be marginal

many will argue to just leave it alone at 1tb
