Adding Audio to my home video

My Wife and I have just started to put our home family video (from VCR tapes) onto our computer. They are in MPG formats, and most have sound of a family member talking in the background. We would like to add some music, also into the background, just to make the video a little more entertaining. Is there a free, or best video/audio editing software you would recommend? Thanks
