How fast is the fan running. Im going to guess that if the fan is not detected, that it also is going to run it at one speed. And unless that is maximum speed, you might want speed step to throttle your cpu at a lower speed.
I used to have one of those, and those fans are fairly loud at max speed. But I suppose if anything you could disable speedstep in the BIOS and just run the cpu at max speed and monitor temps with speedfan and see how it works.
But if you want to fix it right, I suppose anything from silicon glue to soldering is worth a try because your only other option is a new board.
If you were only planning to sell it for $45, you could probably make at least that, if not more selling it on ebay for parts or even selling it as is.
I guarantee someone will buy it for that price knowing whats wrong with it
