Help Lag/Spikes while playing online games on steam

Hello, i have the following problem.
For 2 weeks now, when i play Dota 2 or Counter Strike Global Offensive, i have the following problem:
When i move the mouse cursor, the game starts to spike/lag, fps dropping from 50-60+ to 6-10.If i let the camera unmoved, everything is normal, but when i move it, bang, i get lag.I thought it is something from steam, so i waited, but there are 2 weeks since then,and i still have this problem.(I want to mention that the single player games on steam, work good).If any of you had this problem, or now how to solve it, help would be more than appreciated.

Can we get your system specs, and internet connection type ?

What servers are you trying to connect to ?

Well, here are the specs:
Intel CPU 2160 Dual core 1.80GHz
ASUS Nvidia GeForce GT610
3GB RAM
Windows 7 Ultimate 32bit
My internet connection is cable, and i have a very good speed.
As for the servers, for dota 2, i use the Find Match feature, and for CS GO public local servers.
Again, the problem appeared 2 weeks ago.
Until then, i did not have any problem, all was alright.

How are you measuring FPS during your lag spikes? Are your pings to the servers stable? I'm wondering if you're getting slowdowns due to your system being overwhelmed, or if it is due to your internet connection

Well, i used a cmd(i forgot it) that showed me in the right bottom corner of the screen the ping FPS and a lot of numers.When it spiked i had 90 to 133 ping, and when i was normal, i had 40-50 ping.

I'm gonna guess he is CPU bound...but if it just started happening 2 weeks ago

Can you run taskmanager or some other way of seeing CPU utilization while the game is running ?

Yes,i will instal a CPU metter to see what happen, and i will be back with a response

Yea, that was my thought too, but I don't know why it would start randomly like that.

jokerzds: Have you installed any programs in the last 2 weeks that might be running in the background?

Don't think so,and, for the CPU test, i check with the task manager and the CPU metter, and, when i am in game, it is between 76-90%.

I'm now thinking overheating...What case do you have ?

Try running speedfan, Afterburner, etc.

Sounds fairly high, but not overwhelmingly so. Did you experience slowdowns during that test?

Done, problem solved. It was not the PC fault, i had some adware problems... hehe
