Get a cheap laptop/chrome book.
I would look at the amd apu's with that kind of budget. CPU power is lower but built in graphics are better than on the low end intels.

#1 check the DIY deals section on newegg.com, you might get exactly what you need at a bundle deal. You can also check Home > Computer Hardware > Motherboards > Embedded Solutions you will find plenty of intel and amd boards with a good for basic use prosessor already atached, just plop on some ram and good to go. If you want to be more hands on, an AMD Athlon 5350 with any am1 mo-bo any 1 stick of 4gb ddr3 ram will be fine and under budget. Question you should be asking yourself tho, have you got the OS worked out? It's very tricky, and not at all advisable to change the mobo AND cpu on a windows install, new core hardware totally needs a clean install.
You state that the case is optional, what about a power supply?
You can put together a decent cpu, mobo, and ram combo for under $200 on newegg, like this:

But if you need a power supply and case you're going to have to go with a cheaper CPU.
I would recommend looking at a mini pre-built systems like Intel NUC's or Gigabyte Brix's or ZOTAC ZBOX's systems.... with a minimum of Intel Bay-Trail processor.
The Intel Bay-Trail versions of these systems (around $150-160) just need RAM and an SSD (which you already have) to have you up and going. And then you can install whichever OS you want and you have a full functional system that is portable and faster than that old EEE PC.
NO! nothing we have listed has any lag of any kind. An AMD kaveri a8 is almost overkill for basic desktop usage. Basicaly anything reasonable you buy(x86/new) today will have "Out of order processing" no matter how low cost/low power it is that will create a smoother desktop experience than in the past. It's not about speed it's about optimisation for anything basic you do in the desktop/browser world
