Dots all over the screen when video driver enabled

Only R9 280x has an issue. HD7850 seems to work fine. If I disable the video driver everything is okay. As soon as I restart the driver the dots appear. I tried to do a clean install of the driver, to no avail.
I had this problem some time ago but can't remember what I did then to fix it.
    Any ideas? Thanks.

It looks a lot like overheating. Or else you have a bit of malware playing Conway's Game of Life on your rig. Have you tried under-clocking? Also. check that all the colling is working. If you haven't already, get a GFX temperature monitoring program. But does this appear immediately, or after the drivers have been running a while?
