Good call CMB! It was the jumpers. I set 13 to 1-2 and 14 to 2-3 and everything booted normal. The manual said 2-3 for 13 & 14. What's worse is that this was also printed on the MB.

Thanks to everyone for the great advice. This place is great!!

Senor Panadero....if you read this please check the a7v133 faq on the forum as it appears to be wrong also.
Manual 102pdf shows jumper 13 14 as 2-3 2-3
Manual 105pdf shows jumper 13 14 as 1-2 2-3
A7v133 faq says 2-3 2-3
