Erasing Dual layer DVD-RW - Getting write protected error

I have a dual layer DVD which says "RW" on it so obviously I guess it's erasable? BUt everytime I try to erase it, I get an error saying "the drive is write protected" . It has HP restore image on it. ANy idea how to get around this issue? Thanks in advance

Lots of discs say 'RW' on them, but it's not rewritable unless it explicitly says DVD+RW or DVD-RW.
