Icons won't stay sized

This is in Windows 7 Ult. I have the desktop icons set to small and when I reboot they go back to medium. This is on a Dell Studio XPS 16 laptop. I also have an hp 6530b with the same OS and the icons stay whatever size I set them to. What am I missing here? UAC is turned on with both laptops.
