I don't own an ME but I have a copy of Windows 7 upgrade. I guess I can pick up a copy of ME from ebay and upgrade to windows 7 instead of buying a full retail version of Windows 7.

Win me is not eligible for upgrade, only xp and vista.

Well if a person had the time, they could start with a copy of win3.1, upgrade to 95, then upgrade to 98, then me, then 2k then XP then Vista and finally 7.
Wouldn't that be an exercise in upgrades?

I refuse to use DVD disks as they die by oxidization, get scratched and would take too many of them to write for the data I have.
But you can use an upgrade version of W7 with XP, you just need to do a clean install. I believe that was the gist of the OP's question, whether he can save by buying the upgrade version as opposed to Retail. I would just get the OEM.

Not too far fetched. I remember someone who had bought Win95 Upgrade, and Win98 Upgrade. So when they needed to reinstall Win98 they were forced to get out the old DOS + Win3.1 disks and start from there. They had no other way.

At worst, they would've had to insert the disc to show they had the prior version. They certainly wouldn't have had to have the OS installed as that requirement was introduced with the upgrade version of Vista (and may or may not have been removed with the introduction of Windows 7).

I think there is some confusion on the meaning of "upgrade" in the context of the op's question.
The op is talking about buying an upgrade version of windows 7.
My understanding is that the upgrade version needs ownership of a vista or xp license to be eligible, how you do the "upgrade" is another matter.
As it states on the box,

Not really. MS aren't exactly reliable when it comes to the printed conditions on the box or on their more easily accessible web pages - versus the full terms and conditions (which again seem to be elusive). I tend to take the text on the boxes with a grain of salt. However it looks like you're right about Windows XP/Vista being the only eligible upgrade options:
All editions of Windows XP and Windows Vista qualify you to upgrade. So, if you're running either on your PC today, buy a package labeled "Upgrade".
And also on the (supposedly) MS document here and on this web page:

Presumably given that the full retail version is required for Windows 2000, fully retired versions of Windows (eg. 95, 98, ME) will also require the full retail version.
On top of that, a PC still running ME may not be compatible for use with Win7. I would suggest trying the Windows 7 Upgrade Advisor, however from my experience, that thing is unreliable.
