It was used to install a shelf. I had to make 2 big holes to enter this waxy "base" thing, then screw in the included screws. I've removed the screws, but I cant seem to figure out how to get this waxy stuff out.
yup, if you cant fit cutters in there, i would get a sharp object like a razor blade and try to cut it that way
home depot sells some sort of patch kit that looks like a glue stick, and you just dab it on the wall and use the included scraper to get the excess off, a friend used it and he said it worked very good

taking it out could make a bigger hole depending on the type of anchor it is. if it's for a shelving system it probably expands once in the wall.
yes you can replace it if you buy a small hardware kiit for your particular shelving system. 3M i'm guessing? but why bother if you're going to use it again?
