Trading Rules
1. EMAIL ADDRESSES FOR TRADERS/BUYERS/SELLERS
Any and all traders trading in the PC Perspective / Amdmb Trading Post & Subforums are required to enable and make visible in your profile's designated email area for all to see, an email address that complies with the following rules. The types of valid email addresses are as follows. ISP provided, .edu and .mil addresses only. Generic POP forwarding accounts are prohibited. It is now a requirement for all traders who sell, buy, or trade in this forum to post an email address that complies with the above. Outlawed email accounts include but are not limited to Yahoo, Gmail, Hotmail, MSN, banditmail, hotpop, Tweak3D, mailspring, AIM and any other free email service. The use of an email address from personal domains is also not allowed. If you are unable to conform to this rule, please contact a Trading Moderator BEFORE posting to discuss/agree to other methods of validation that may be acceptable such as, but not limited to, a Verified PayPal account, Heat, post count minimums and/or other factors they feel relevant.

Note: If we find a user creating a new thread/post without posting a valid email account in their profile, the thread/post will be closed or deleted at our own discretion.
2. POST A PRICE
We require you post a price of what you are willing to take for any given part. This is not an auction house and anyone who feels they can just wait for the highest bidder had better not post. Check www.pricewatch.com for the going price of your part. If ya wanna sell on EBAY, thats ur choice, but this place is not an auction house, that means I want to see prices, not EBAY links. We Will be checking.
3. READERS LISTEN
IF you as a reader think the price is too high, then PM/Email the seller the reason why u think its too high. DO NOT POST IN THE THREAD first. Thats our job!! This means NO THREAD CRAPPING and NO BIDDING!!
4. READERS ACTION
If you dont get a response from either PM/Email from the seller, then PM/Email a moderator as one of us would have most likely have already done so.
5. OCing PARTS
If you are posting a part for sale for its use/ability in OCing, then please post appropriate benchmarks/reasons that apply. Also list any pertinent specs as required. i.e. watercooling required, CFM, or model #'s.
6. PART(S) SOLD
If an item has been sold, please state so in the ORIGINAL POST of your thread, this way a person doesnt have to go and read ALL of the posts to see what has/has not been sold. Any Items that are being sold must be in your posession at the time of your post.
7. PERSONAL INFORMATION
If you have a problem with a user...do not under any circumstances post their personal information. This includes home addresses, phone numbers, and social security numbers. I will wipe it as soon as I notice it and you will be warned that it will not be tolerated.
8. READERS
http://www.trollhunters.com and http://www.pcabusers.net Are sites containing listings of nicks, names, addresses and and other pertinent information. These sites try to help the deals forums of many websites in tracking down and confirming bad traders. Please read through this to see if a person is listed. This is not law, nor perfect. IF you feel someone needs to be added, do so. But make sure you have been burned, not bruised.
9. EBAY LINKS
The only conditions for which EBay links are allowed is they are being sold at a set price (no bidding auctions allowed for links). Since EBay now allows items to be sold at set prices (no bidding allowed), I will allow links to those items, so long as the above rules are still followed. (i.e. posting valid email address and prices). If links to 'bidding allowed' items are posted to this forum from EBay or any other site, the entire thread can/will be deleted without notice.
10. Bumping and Things
This is a simple topic and is just meant to help keep the forum clean and tidy and still allow all traders a fair shake at a dealing. DO NOT bump a thread more than once every 4 hours, give everyone a fair shake at being on top for an hour. If you have Multiple Items For Sale (trade) whether you have a FS, FT, WTTF, or WTB thread, please put all items in one thread, no reason to clutter the forum with 6 threads when one will suffice. Further, if you update info, use an existing post and edit it to provide updated information rather than bumping un-necessarily. Remember, you are still allowed to bump your thread every 4 hours. Thanx for helping keep the forums tidy.
11. NO DEALERS
This rule has been instituted to deal with a # of individuals representing their companies who are in essence, looking to get free advertising via pcper.com. Any dealer has the same option as any company. To contact pcper.com and purchase advertising to promote and sell their product. The only exceptions made to this policy are posts in the HOTDEALS section which are not posted by individuals who work for or are representatives of a company themselves (in short, who have no personal vested interest in promoting that site...and are obviously in the spirit of posting to share a good deal with fellow traders rather than personal gain or self pimping.) as per any other rule here, the moderators and administration of pcper.com reserve the right to apply this rule as we deem.
12. LIABILITY
PC Perspective.com, nor any of its representatives takes any responsibilty for any sales/trades made in these forums. This is to be dealt with by the user/seller at all times. Personal information including email addresses and IPs will not be disclosed for any reason. Please follow standard procedures when dealing with trades even when they go bad. This includes dealing with online brokers, banks, and legal offices. This is not to be dealt with through pcper.com unless a previously mentioned rule has been breached.
13. TRADING/BUYING/SELLING ACADEMIC, INSTITUTIONAL, COPIED, NFR, OEM OR PREVIOUSLY LICENSED SOFTWARE
- is not allowed. You MUST have uninstalled anysoftware yourself before sale, and you must transfer all packaging etc. This is particularly important when buying any software that requires activation, or any games where they plan on playing on line - if you find your activation code/serial number is already in use, that is a buyer beware issue when purchasing used software.
14. Coupons/Free Items/Non-Tangible items
No sales of Coupons or any other freely distributed items such as but not limited to Gmail, Dell discount codes or any non tangible items.
15. Selling/Trading CD Keys
The Selling or Trading of CD-KEY(s) without the original disks is not allowed.
16. Bad Trader/Troll Notice
In the interest of protecting our members from fraud, we reserve the right to publically post any and all information about a bad trader/troll. We also reserve the right to forward, or otherwise use, any personal information gathered here to Troll Hunters, the authorities, or anyone else we feel necessary. This information includes but is not limited to IP addresses, full name, home address and phone number. We will never sell personal information to anyone for profit. Personal information will only be made available to the public in the event that a member is discovered to be a bad trader or troll.

Trading Guidelines
In an effort to make the PC Perspective.com Hot Deals forum a happier, safer, and more comfortable place for buying, selling and trading, various members of this forum (sanctioned by the forum moderator) have come up with a set of guidelines that everyone should understand and abide by when conducting transactions.
1. SAFE TRADING TIPS
Here are some tips in order to promote safe trading.

ALWAYS get a full name, address and phone number before you send payment. Make sure you can call up who ever you are dealing with to verify they are on the other end of the line. If someone does not want to give out their # then you might as well pass on the deal. You can always go to http://www.reversephonedirectory.com/ to verify the information they gave you.

Ask for Heatware references from www.heatware.com and make sure you get them to email you from the address listed in their Heatware to verify that you are dealing with the right person.

Do your homework. If somebody with no Heatware is offering you a high dollar item for way less than retail you are probably asking for trouble. Always do a search on the person if you question their credibility. You can use www.google.com or http://www.zabasearch.com/ to start.

If someone approaches you with a deal via PM or email be cautious. If they do not have a FS thread then they may be hiding something or trying to get around having a valid email address.

Use common sense. If a deal sounds too good to be true then it probably is.

Never send money via wire transfer or other online money order services. The are practically untraceable. Stick with Pay Pal or a Postal Money Order.

If you are new to trading then you should be dealing with established traders first to build up your reputation. I would suggest newbies to stay away from dealing with others who have little or no heat.

If you are buying or selling always use a means of shipping that provides tracking information. USPS with delivery confirmation, FedEx or UPS are the preferred methods. For the extra couple bucks I would suggest you insure your packages as well.

For a list of known trolls see the following links. Visit www.trollhunters.com for their *** Traders to Avoid *** thread along with Anandtech's Traders to Avoid thread. Those lists have lots of info including names, addresses, and aliases.

Remember, the trading mods here at PCPER are here to help you. If you have any questions about a member or anything else please feel free to contact myself or one of our other fine trading mods.
2. MAKE CONTACT
This may sound redundant but it is extremely important and that is why we are repeating it.

Make contact with them in various ways before hand. Always get a phone number. Home for sure, work if at all possible. Tell them to call you. If you have the phone number of a troll, you will be better off.

Once you have that persons phone number, give them a call if you feel uncertain about your trading partner. Do a reverse trace on the phone number just to make sure it is not a pay phone. Call the person when they least expects it, like late at night or early in the morning. This would eliminate the possibility of someone camping out at a public phone waiting for your call.

Get an Address. Make sure it is real. Insist on a real name. There is no good reason for someone not to give a real name. Phone numbers and a scanned image of a pictured ID (Drivers license, state ID, school ID, whatever) will be strongly suggested.

Get a REAL email address. Hotmail email is not real. Neither is Gmail, Yahoo or Mailspring. If someone is emailing you from one of these (or another free email), chances are you may have a problem. EVERYONE who is serious about computing has a REAL ISP. Mindspring, AOL, MSN, Bellsouth, @Home, etc.
3. CONFIRM BEFORE HAND
Confirm everything before hand. Right before the deal is complete, email them saying the EXACT details of the transaction. An example would be...

I am emailing to confirm our deal. I will be sending you a used SB live sound card, with the boxes, manuals, and disks, all in working condition. I will pay shipping.

For that, you will send me a bare CDRW drive. It will be in working condition upon receiving it. You will pay shipping.

If either of these items are not received as stated, then xxxx (insert repercussions here).
4. WHO SHIPS FIRST?
WHOEVER HAS FEWER REFERENCES SHIPS FIRST. If an established member (1000+ posts) said they would pay me upon receiving $1000 worth of items, I would have NO problem mailing first. Neither should you. If you are dealing with someone who has 1000+ posts, you SHOULD have nothing to worry about (This DOES NOT mean that you are totally in the clear. I would still check around). If you are dealing with someone who has 17 posts, I would make them ship first. If they are not willing to ship first to someone who is clearly verified, chances are they have something to hide. Also consider their side. Most people are honest, and do not want to get ripped off any more than you do. Make it clear to them that you have references, are known, and provide any information (within reason) to make them feel comfortable.
5. TIMELY SHIPPING
As a general rule, all goods should be shipped out within 24 hours, unless a prior agreement has been made (such as one party is waiting on a replacement video card to arrive before shipping old one). If it cannot, or will not be shipped within 24 hours, a valid reason should be given. Also, tracking info should be provided within the same time period.

All goods should be sent with some sort of tracking. Shipping is the SELLERS responsibility. If there is any discrepancy regarding shipping, it remains the SELLERS responsibility to take care of it.
6. QUESTIONS OR DOUBTS?
If you are questionable about a deal, DO NOT DO IT. It is not worth saving a few bucks by buying a used part. If the person is iffy, or displays any of the aforementioned qualities (no refs, hotmail email address, etc), DON'T DO IT.

If a new trader will not ship something first, and cannot provide a valid reason why, other than I do not ship first, then people should not trust this person. Trust is built up. Please do not come to the FS/FT forums and expect people to send you money without question. If a new seller refuses to ship first to an established member, then I would hope that EVERYONE would refuse purchase from that person. If I refuse to send payment first to a questionable member, but someone else goes right behind me and does it, what has the seller learned? Even if the deal is completed without incident, they have not learned anything.
7. LEAVE FEEDBACK
LEAVE FEEDBACK ABOUT YOUR TRANSACTION. Whether it is good or bad, try to let people know... www.heatware.com is there for a reason!
8. PROBLEMS WITH A DEAL?
If there are ANY problems, make EVERY attempt to contact the other person before going public with the issue. Posting a public attack on the individual without contacting them is not an attempt at an amicable resolution. Worse case scenario is if the other party takes offense and decides not to complete the transaction and they have your money or goods! Give a reasonable time for goods to arrive.

I cannot think of any reasons why everything here should not be followed. Don't let your excitement of saving $15 on a video card take of your common sense and judgment. Be smart.
